Allison Niebauer is a Presidential Management Fellow with the Forest Service’s new Planning Service Organization, where she serves as a program specialist supporting collaboration and conflict management in forest plan revisions.

Prior to Federal Service, Allison completed a postdoctoral fellowship with Penn State University’s Department of Communication Studies, where she also received her PhD. Allison specializes in stakeholder conflict communication after periods of institutional misconduct, and has worked as a consultant, facilitator, and trainer for institutions recovering after periods of misconduct.
