Lorraine “Rainee” A. Luciano has been an Ethics Attorney-Advisor for the U.S. Department of the Interior’s (DOI), Departmental Ethics Office for over 3 years. Before working for DOI she worked for the Department of Agriculture's Office of Ethics as the Branch Chief for the Forest Service, where she began her Federal civilian career in March 2010.
Ms. Luciano’s first job after law school was as a Judge Advocate General (JAG) Officer in the U.S. Navy. Ms. Luciano held many jobs during her time on active duty to include prosecutor, defense counsel, and Staff Judge Advocate. In one of her last active duty assignments, Ms. Luciano was stationed at the Pentagon where she ran the Ethics and Standards of Conduct Branch for all Navy military personnel. During her time at the Pentagon she completed a deployment to Iraq working with the Multi-National Corps - Iraq.
Her awards include the Bronze Star. She recently retired from the U.S. Navy JAGC reserves as a Commander. Ms. Luciano received her BA in Political Science from Arizona State University (1988) and her JD from the University Of Missouri Kansas City School Of Law (1996).
