Markci Metcalf formerly served as the Deputy Ethics Officer for the Bureau of Land Management after joining the BLM in 2009. In 2015, Markci moved from the BLM to the Department of Homeland Security (DHS).
Prior to his BLM tenure, Markci worked for the U.S. Department of Agriculture, Natural Resources Conservation Service; the Office of the Solicitor-FOIA Appeals and Privacy Act Office, and the Office of the Solicitor-Branch of Procurement and Intellectual Property. His Federal career has lent itself to the development of a deeper understanding of Federal-private partnerships and the mechanisms, e.g., grants, procurements, and cooperative agreements, for effectuating the same. Early in his career, a great deal of his time was spent on litigation support, statutory interpretation and tort claims.
Markci holds a B.S. in Criminal Justice from the University of Delaware, and a J.D. from The American University, Washington College of Law. He has been an instructor with the Academy since 2009. Most recently, he partnered with BSEE, BOEM and the Departmental Ethics Office to develop training for 2015 and 2016.
Markci was born and raised in Delaware. He started working before the age of 12 in trucking. Upon reaching the age of 19, he began spending his summers as a police dispatcher for the Dewey Beach Police Department. He moved to the D.C. area to attend graduate school and never left. Currently, he resides in a Maryland suburb. In his free time, Markci enjoys running and weightlifting, public speaking, reading, and playing keyboards.
